Here's what I would do:
first, bench bleed the master as Allen describes; block the outlet and install
it, but don't hook up the line to the caliper.  Siphon fluid from the bottle
and
hook it up to the brake line from the m/cyl end, till it leaks from the caliper
end, which is loose for such an operation, and then tighten the caliper end and
hook it up (other end) to the m/cyl. and tighten it.
Then open up the bleeder nut and let the fluid flow thru, if it will; if not,
then you will have to pump the m/c to bleed it.  Initially, I would put my
finger over the bleeder nut and work the lever, getting the most of the air
out,
then tighten the nut between pumps of the handle.
Of course, be watching the master reservoir to be certain that the fluid level
stays high so that no air will get in the lines again.
Helps to have someone assist in the latter stages of this procedure.

Hmm... With cars, they always recommend bench-bleeing the master cylinder to
get
the air out of the main piston. You could try to run an old hard line (or some
kits come with a bench-bleed plastic hose) out the main port and it will dump
directly back into the reseviour. You should be able to bench-bleed it until no
more air comes out the line, then hook the regular line back up and go from
there.

I'm thinking you may just have too much air up in the master cylinder and it
can't create any pressure.
