Could also be worn steering bearings. The test for that is similar to the one Javier suggests:
Front wheel in the air (with a helper sitting on the pillion to keep wheel in the air and bike on center stand), move handlebars slowly lock-to-lock, feeling for "notchiness" somewhere in the middle. Also check front axle for side-to-side looseness of the wheel, which could indicate wheel bearing slop. Push-pull front wheel.
