Joe, I have a 1985 Nighthawk S 750 that has developed the same problem
at the identical speed(s) you describe. Its hardly noticable, however,
like you said, if I lossen my grip on the handlebars the front end
will start to wobble. I performed the check that 'surfswab' describes
below and there is definitely a "notch" right in the centre. Its such
a  pronounced notch that it almost seems as if it is supposed to be
there, sort of like a centre stop. I do know that it isn't supposed to
be there and will be replacing my steering stem bearings very soon.
