I would scrap my MI license, go through the process CA style and then
get my legit license when I get back to MI.

It looks like riding with his MI permit is not an option. They require
the rider to be under the surveillance of a licensed rider. At all
times. Riddle me the chicken or egg, Michigan: How'd the first guy get
his license without anyone to supervise him? Yikes! In Wisconsin you
can ride wherever you want up until night time, and even then if
you've got a licensed rider on your back.
