Just because a battery has voltage does not mean it has amperes. I bet if you 
put a volt meter on when you crank the starter the voltage will drop 
dramatically. Yes check both battery ground and engine ground cables for 
corrosion. I'd use an ohm meeter and test for resistance which should be 0 for 
both cables.

My first thought was the battery too, but even after charging, no change.  
I'll try jumping it off the car to see if that works, but I would think 
fresh off the charger (showing fully charged, btw), it would turn over?  As 
for grounds, Are you thinking there may be some corrosion?
