Do you have good access to the rest of the bolt? If so vicegrips will wiggle it right out. If not, and you have a straight shot at the shaft, get a bold extractor "EZ Out", you can pick one up and any autoparts store for a few bucks. That, and a drill that goes in reverse, will zip the bolt right out.
