The mechanism the cable end mounts into is not a "sensor" but a gear-
driven housing mounted on the axle shaft.

So yes, the wheel, axle assembly and caliper have to come off for
access.

The "tabs" described are part of a washer-like device with two ears
bent inward to match up with notches machined into the wheel hub, and
two ears bent outward to match up with notches in the gear housing.

That washer is a wear item in the assembly and may be the cause of the
malfunction.  Another cause could be a rounded off end of the cable,
which would require replacement of the cable.
