You haven't told us what model bike this application is, hence the confusion in trying to envision what you're describing.
Assuming you're talking about an older, 80s style bike, the filter is probably a cartridge (not cannister) filter, inside a cast aluminum cover with a bolt thru the middle, holding the assembly together. It sounds as if the last oil change was done by a muscle-bound gorilla whose solution to avoiding an oil leak was to tighten the bolt too much. The solution is probably the reverse -- apply more leverage than was used to tighten it. I would try a 6-point socket, preferably a new one that fits the bolt precisely, and an long extension handle, maybe even with a "cheater pipe" slid over it, depending on how much resistance you encounter. Warm up the engine for about 10 minutes, then start applying the force slowly but steadily, while watching the bolt/socket connection to insure you're not rounding off the bolt head. Use new rubber parts on reassembly and torque the bolt to specs.
