I agree with the suspension being weaker.  If you stiffen it up, it will
ride like a Buell with one rider.

My vote is with stiffer suspension and the +passenger weight not being as
big a fraction of total vehicle weight on the Buell versus the Nighthawk.

 

It's like with cars. Pack five 180# people (900 pounds total) in a Civic and
you get a big difference in handling. Put 50 passengers of the same weight
(9000 pounds total) in a 35' transit bus, and the handling is virtually
unaffected. In the Civic you've increased the sprung weight by over 33%; in
the bus, you're closer to 25%.

I had another thought - with a light bike, the weight of rider&passenger is
more in comparison to the weight of the bike. So that raises the CG, and
makes it more top-heavy than a heavier bike. Hmm...
