I suspect that was Honda's nod to the 55 mph speed limit in the U.S. back in the day. My '82 GL1100 has one of those 80 mph speedos and I can assure you it will go much faster.
The Hondamatics will get there and beyond too, but they had a rep for taking a long time to do it (not much on acceleration).
