Those headlight modulators are dangerous IMHO. I've seen some that flashed fast 
enough to make it like a strobe light, not good for oncoming traffic. The slow 
blinking ones seem fine though, I'd make sure that if you get one that it has 
an adjustable flash rate. Brake lights modulators don't seem to induce the same 
disorientation, at least for me anyway.
