I'm of a similar opinion of the headlight modulator, but I added the
following product to my brake light.

It actually fit perfectly inside my brake light housing so the oscillation
almost looks stock. When you hit the brakes it strobes a few times then
goes solid. After you let go of the brake it goes back to oscillating. My
stock brake light bulb is still in the housing as well so I have both.
