The front wheel was very difficult to spin. The brakes are definitely
sticking. I checked the fluid after busting a rusted reservoir screw, it
looked fine. Not too low.

Should I change the fluid anyways? I haven't changed it since purchasing
the bike in June.

Otherwise what do I need to check or do?
