No point in buying a new starter until you've tested the old one, but you can inspect yours for carbon buildup around the brushes for free. I took pics when I rebuilt mine: http://nighthawk.kylemunz.com/?p=517 And yes, minimal tools, a 10mm wrench will do just about all of it.
