So I took the forks off, drained them of the fresh atf, and dug into the Trac system. It definitely needed cleaning.
Cleaned and lubed Trac, put it back together, filled the forks with 15w fork oil with the specified amounts, pumped them to get the fluid throughout, then measured the levels. Left fork needed an additional 18ml to match. Then I assembled them with the same spacers and put the front of the bike back together. I can now absolutely see and feel a difference in the different Trac settings under braking. I still probably need larger spacers for less? Static sag, but the Trac really is helping. I really appreciate everyone's help.
