Step one is to walk away for a bit. The problem is likely something simple, but approaching it like you have somehow screwed something up will lead you to screwing something up.
When all the dripping is done, take a clean, no lint rag and wipe everything down. Make sure you don't have any debris in the threaded hole; perhaps something drained wth the oil, and is now stuck in there. Maybe a bit of dirt. Inspect the threads on the bolt. Wipe them clean. Are any misshapen? Can you thread the bolt in smoothly without the cover in place? Make sure your new filter element is in correctly, and any o rings it takes are the right size and are properly seated. The cover should fit neatly in place without forcing, and the bolt should thread in until seated by hand, ready to torque, with the engine at room temp. If neither of these is true, trying heating or cooling or forcing is just going to mask the real problem.
