I just wanted to update everyone. I finally found the source of my woes! 
There is a little tube on the brake caliper that allows it to slide as the 
brake pads wear down and keep them centered on the rotor. That part was 
seized - badly. It took about three days of heat, hammer, PB Blaster, and 
finally my favorite magic trick: Evaporust. Finally got the sucker free, 
cleaned it up (thanks again, Evaporust), and everything works wonderfully 
now! I still have the new master cylinder on my bike but I believe the old 
one was probably fine; the seized part was preventing my stationary pad 
from making contact with the rotor.

Thank you SO MUCH for all your help. I can't tell you how grateful I am to 
all the awesome folks on this forum and your patience with my endless 
questions.

Rebuilt petcock, rebuilt caliper, replaced master cylinder, new tires, and 
a new chain - I'm finally on the road once more! "Pony" and I are leaving 
California and traveling back to Tennessee. Woo-hoo!
