Pull the ground cable off, measure it's resistance end to end. If it isn't a ridiculously small number, less than .2 Ohms, clean both ends and check again. Still too high, replace it. Also check and clean your contact point on the frame.
HOWEVER, I don't think it's going to be your only problem. A 1.6V deficit across a ~14" piece of wire is not normal, or cars would not have taillights. Inspect your positive cable similarly, as well as the connection with the R/R. Visually inspect the frame around the ground point for thin metal and flaky rust.
