So my 650 sat for a long time, I disassembled and cleaned the carbs, got a 
new battery, and I can't keep the thing started.

Mostly it will just turn and not survive more than 1-2 seconds. Using 
starter fluid directly into the carb the best I was able to manage was 
about 20 seconds of the engine turning before it slowly died. I got 
discouraged and haven't worked on it for a few months, I vaguely remember 
thinking I should check the fuse box next, any ideas?
