You've said that it will run a little on starter fluid, so you've got some 
spark. As others have said, make sure that each cylinder has spark and that 
each bowl has clean gas by turning the drain screw on each one to make sure 
some comes out. If it doesn't catch then, you're not getting into the carb 
bodies. Somebody mentioned main jets, but your problem is likely the choke 
and the idle jets. Make sure you can see through the idle jets and blow out 
the ports they screw into so that you can feel air blowing into the carb 
bodies. Do the same for the choke/enrichener ports. 

When all is back together and after it catches for 20 seconds or so, you'll 
be able to feel the pipes to make sure they are all hot. I just went 
through this yesterday with one of my bikes as well. Good luck.
