My '96 has the same problem. If you don't want to or feel you can't deal 
with electrical issues, you can just buy the right handlebar pod and swap 
out the old one. They are still available from Partzilla, etc. Not cheap, 
but cheaper than asking a shop to fix it. For the past 10,000 miles, my 
high beam has been spliced into the left running light wire. I just tipped 
the bucket down slightly. Does just fine until you go to turn left and it 
goes off, as the running light cuts out when the turn signal flashes.  I 
should fix it correctly, but my NH doesn't have a raison d'etre these days, 
and I don't ride it at night anyway (and if I do, I do not signal left 
turns). Anyway, if you want to jury rig it for cheap, you can get some wire 
connectors from Ace Hardware and splice it into the tach wire or something 
(it's the one that's dead center in the 9-pin plug in the headlight, I 
believe). Just don't tell anyone I said this, especially on this forum.
