Spring, washer, Oring

On closer inspection, I saw that each pilot jet hole had a little black plastic 
washer, and two of them had a little metal washer. I put the plastic washer in 
first, the o-ring above that, and when available, the metal washer above the 
o-ring, and the spring on top of that. Does this sound right?

Regarding the slow jet, I noted that the hole is VERY small, but open on all 4 
jets. So I squirted some carb cleaner through them and left it at that.

I've got the carbs reassembled and ready to put back on the bike. I read that 
to fine tune the pilot jets, I need to get a tachometer that can indicate 50 
rpm increments. Where would I get that? Is fine tuning the pilot jets all that 
important? Also, is balancing the carbs with vacuum gauges necessary?

My rebuild kit has 8 o-rings, I figured out where 6 of them go, but the two 
little bitty o-rings don't match anything. I had planned to match them up to 
see where they go. Should my carbs have o-rings or not?

I ordered the K&L kit for my bike but when I got it, the kit said it was for a 
CB700SC 84-85. Did they send me the wrong kit or will it work on my bike?
