If (and only if) the mounting block is aluminum, you could chemically dissolve what's left of the steel bolt by taping up the far side and putting some alum (not the abbreviation for aluminum) in it.

Your handlebars are pretty bent up. definitely don't try to do this without a pipe bender, you'll just fold them. they're so bent up it's going to be hard to know the original shape. Hopefully the bike only fell on one side and you can kind of hope to match that? Get a commercial electrician to do it, you're going to weaken them by bending them again so best to get it right the first try.
