I think I'm not really qualified to comment on how it may affect the handling, but when I bought my 700 it had 650 forks on it. Due to the tire diameter differences this effectively lowered the seat by almost 2 inches. I bought a 700 front end and returned it to stock and noticed some handling differences. It was still rideable either way but not being able to use the side stand was really frustrating.
