I had that once where the fuse tested good when I put the leads on both ends but the bike still wasn't running. Turned out the fuse was physically falling apart. The element hadn't blown but the end caps were falling off. When I placed the leads on both ends it was holding it together and it tested good, but that's not how the fuse block holds it.
