I completely agree that it tends to be rather useless to try to use technology to solve a problem that has it's roots in human behavior. In this particular case, the idea was to gather some solid evidence prior to confronting the employee. However, other HR issues have come up with this employee that dwarf the issue of spending too much time browsing the web.
I probably will install Surftrackr before long anyways, as this is a school setting. We are already using OpenDNS for content filtering, but students still occasionally (about once a week) find unblocked sites that they should not have access to. If we were able to track a student's web usage, we would be able to confront them about such issues, which in turn would make them less likely to look for such holes in the filtering system.
