It appears that the system is reminding the administrator to renew its public key certificate for HTTPS/ssl/pki authentication, encryption, and signing. If the systems certificate is not renewed, then the key must be regenerated anew again. Furthermore, certwatch is a daemon like tool to monitor the .crt files date of expiration. Typically the files are signed by a CA authority such as Truste/Verisign/Symatec/DOD et cetera. However, if that particular .crt holds 'encrypted' information it might be wise to keep a copy decrypted somewhere so that it can be re-encrypted with the new keys... Otherwise you are in the rapids with no paddle or pfd and unable to access previously encrypted information.
