    Generally when you have a wedged modem, the sysop intervention
    involves power-cycling the modem.  Now, what you could do is obtain an
    X-10 Firecracker and several power modules, so the cycling of the
    power of the external modems could be automated.  This is what I did
    many moons ago when my Comcast cable modem got wedged:  I reset it
    with a phone call to my home system, Asterisk, and a special PIN.
    More often than not, this was sufficient to get the connection back
    online.

Thanks guys, I wish it was that easy but it isn't. I'm talking about an internal faxmodem in the application server (MainPine IQ Express RF5118).

I fully realize that a system reboot may be required but I am trying rather desperately not to reboot.

In the best of all worlds, I would pull the fax modem out of the application server and set up a dedicated fax server from which faxes would be sent as if a print was sent to a network printer.
