Unless the internal modem is a application requirement, if you have to
re-provision it, external modems are the way to go.

I was responsible for a fax server (and even had to upgrade it from 4
to 8 modems at one time) for a bank I worked for.  But the fax server
we used was Windows (the bosses were 'afraid' to use anything but IBM
and Windows).  Just with I had the 'programable power strips'
available back then.

On occasion fax modems do get 'hung' for no good reason, and power
cycle is about the only way to deal with it, sorry to say.  The USR
Courriers did not hang up much (and we power cycled the building one 8
hour span once a year for building maintenance, and we didn't have
good enough UPS/generators to carry us that long reliably).
