Sounds like a HP Z820 would fit the bill, depending on how much graphics card your friend needs. It's a workstation and not technically a server, but it has the graphics card options that he may want. It is available with rack rails. I bet somewhere like BestBuy could order such a PC and have it delivered to a store where your friend could plunk down his plastic and take possession of said machine. There is also craigslist.
