Depends on what your friend is looking to actually accomplish by having bought local.
Is he looking for support? Is he looking for longevity of the company? It is likely if he went to a local store, they would order the parts for him and put the machine together. Some place like PCDude or ComputerRenaissance. But don't expect any real help with service after the sale. Mainly it isn't what they do, at least not while it is in the rack. Also don't expect a great deal of product knowledge. Again, not what they do. Now, if you could mail order, there are plenty of places you can order supermicro hardware, or even find some Dell or HP equipment. If he is looking at a weeks time, he is already behind on his work. It is unlikely anything mail ordered would be in in time to let him do any burn in and software config before his time is up.
