This is a pretty complex request and probably beyond the scope of what  
most users could configure. All those rules are cool but if you screw  
up just one or two and think that you are safe when you're not, it  
could spell trouble.

What I was shooting for with MoneyWell was similar to this but with a  
much simpler approach. I wanted to be able to open MoneyWell and see  
at a glance what I could spend and what I couldn't. There's still more  
planned for making this better but the 1.4 release comes pretty close  
to my original vision.
