Hi Gerben,

If changing your exchange rate should cause some change in the value  
of your buckets because the cash you have assigned to those that are  
not in your base currency (as deposits or withdrawals) has changed its  
value. If you have a deposit of 100 pounds but your base is in euros  
and the rate changes, your account hold the pounds will be valued  
differently now.

This functionality has been active since 1.4 and prior to that,  
exchange rates did not affect buckets at all, which was more incorrect.

The 1.5 release will most likely enhance this further by using a  
transaction level rate/amount but if most of your budget-level  
accounts are in your base currency, the fluctuations in exchange rates  
shouldn't be a huge problem.
