To avoid misunderstandings: I'm actually talking about the expense
buckets and not the accounts. What I see happening is that the amount
of money in my expense buckets, without assigning transactions but
only by changing the exchange rate, are affected and change. I would
be happy to send you a file if that helps.

I see two related problems here:
1) it seems this means transactions are valued according to the latest
exchange rate and not the rate that the user set at a certain time; so
as you said having MW respect historic transactions solves this
2) but, more fundamentally, this also affects the whole budget: if I
assign, say, 500 euro to my rent bucket from my euro income account a
change in exchange rate should not affect that amount of 500 euros?
This is exactly what happens now after an exchange rate adjustment. I
understand that if I pay my rent in pounds the currency rate matters
for transactions I assign to the bucket. But the basic amount in the
bucket is now also affected after a rate change regardless of any
transactions having taken place or not.
