I think this is natural behavior for the allocation process. Unless you specify an alternative amount in the allocate income window to override what you have in your spending plan, MoneyWell will always attempt to allocate the amount in you have designated per bucket.
In your example, you have $5 that you did not spend, this amount has rolled over into the next month and will add itself to your newly allocated income. So you have an overflow of $5.
