Right-click on the transaction and pick "Make Bucket Optional". This will clear it out of the Unassigned smart bucket without having to assign it to a "dummy" bucket. Assuming you pay off your credit card every month and assign every credit card charge to a bucket, the payment transactions should NOT have a bucket (since this would be double-counting those charges).
