I think Mike has a very good email here. I would be very curious to see the final results of the last 5 years. I would say if the majority of bottom teams stay on bottom there is a problem. What I have seen in the last 2 years of drafting is that a lot of the stinky teams end up spending thier high draft picks on desperate need for innings just to get through the year and not really getting an opportunity to pick up the players that will help thier team improve. I don't know if there is an answer out there but I don't think the "pity draft" really helps the lower teams enough. Maybe some kind of supllamental round after the first round for teams that have been in the bottom 8 two years in a row or something.
