Yes, you are quite right. The continuity of the video is quite unclear. It is not even clear if any of the incidents are connected at all. But the one thing that is very clear is the disturbing sequence in the middle in which the Hamas fighters very clearly fire their weapons skyward and then run for cover into a crowd of women and children, while some of them continue to fire even from amidst the civilians. It is certainly possible that in this particular incident, the Israelis above used only flares and other defensive countermeasures and held their fire to avoid civilian casualties in the large crowd that was presumably obvious from the air and no one at all was injured.
