It's hard not to see this as an unnecessary complication of the API and file
format given that, as Josh points out, a straightforward table structure change
removes the necessity for it. I realize this would be cold comfort if someone
were in the position of having to transform a table structure designed without
locality groups in the forefront of their mind. The change also confuses the
purpose of the column family, and I'm not sure that we could document our way
out of that.
