sysctl is one of those things that expects such modular system configuration
changes (hence the existence of the /etc/sysctl.d/ directory). An example of an
RPM that does add its own modular config to /etc/sysctl.d/ is libvirtd, which
writes configuration to modify fs.aio-max-nr.
