[~medined][~ctubbsii] The problem with supporting a jar outside of the main
branch is that it is an amount of work that has to be done on every instance of
a 1.5.x release of accumulo where x > 1 and the user wants to use that feature.
When you compare that to the amount of work that has to be done to maintain
this feature in multiple branches you can come up with a reasonable estimate
for which is the greater good. My estimate would be heavily weighted towards
having it in the branch. The amount of effort for either of those paths is
significantly less than the effort we have put into arguing on this ticket.
