As [~busbey] pointed out in some recent discussion, Accumulo lacks by-laws.
Maybe having that would help resolve issues more efficiently. I agree w/
[~ctubbsii], precedent and consensus are important. With our current lack of
bylaws, I think a good strategy is to seek and honor consensus. For example, I
really wanted to deprecate mock accumulo for 1.5.0. I proposed it, I made
arguments for deprecating it, however the consensus was not there and I did not
deprecate. I was grumbling about this today. I suppose I will be adding a
conditional writer to mock, unless the consensus on deprecating changes.
