You would only see effects from this in 2.1.4 & up versions.
   
   Right, so a lot of this seems like a lot of changes that don't actually get 
the reliability we are aiming for. We can't trust the existence of the flag to 
mean anything, because it does not guarantee anything.
   
   It would be better to enforce the requirements in a pre-upgrade step in 4.0, 
and to have these protections going forward. It doesn't make sense to backport 
these to 2.1 since they don't actually offer any guarantees that the 4.0 
upgrade code can rely on.
