Review comment:
       nope, we're still running up against deserialization issues. can't 
figure out how to force the data to be deserialized on both members, so they 
don't always agree on the bytes in use. these were abandoned here to be picked 
up in a future story (which I will go create now) because of the size of this 
PR and the difficulty of getting those tests running. The same is the case for 
the test that you commented on below.
