My preference is definitely to merge whole PRs or at least take existing
whole commits but in my view there are some controversial aspects to each
commit at the moment. Sorry for the merge conflicts but they should be trivial
to resolve and getting rid of the noise should hopefully make it easier to then
progress the actual consequential changes.
