Review Comment:
   `MetricSource#enable` returns `null` when it is already enabled, so it's 
unclear how should MetricRegistry get metric set if the source that is being 
registered is already enabled. Also the metric lifecycle from design document 
implies it (Enable metrics - Preconditions)
