It looks like the full scan should be done asynchronously, at least to avoid
blocking other listeners. But I'm not sure which pool is best to use for this.
I prefer not to use the query execution pool. Because firstly, there may be
quite long tasks in the queue, and secondly, we can slow it down with idle
cache scanning tasks.
