Review Comment:
   It's tricky why we need to handle stableAssignments on recovery in addition 
to handling stable within processZonesOnStart. Could you please add a comment 
here and a common javadoc for processAssignmentsOnRecovery explaining that 
stable handling here means destroy resources?
