Is it guaranteed that latestCatalogVersion will be in sync with
metaStorageMgr.recoveryFinishedFuture()? I mean that catalogManager start is
async now. Feel free to add todo (and create a ticket) if not here and in
TableManager because it's not directly related to your PR. If you will create a
ticket please add it to collocation epic in order not to forget it.
