Now there's a new JetBrains IDE called Fleet, and even JetBrains now puts the tab selection highlight at the top rather than at the bottom of the tab:  I think the bottom of the tab really needs to have the same color as the background of the pane below; that's what makes it look like a tab. The blue tab selection highlight looks good, but needs to be on the outer edge of the tab to avoid disrupting this continuity.
